In architecture the programme is often seen as basis for the final outcome. The programme sometimes called the design brief is setting the requirements for the space in a set of descriptive terms. Although the programme can be seen as the setting of a specific spatial problem that just waits for a solution can be problematic. Architecture is not merely a solution to a problematic exercise. Out of each problem, out of each request to create, change or adjust a space, there can be thousands of solutions. The solution is not always the right one, neither is the problem always well defined. In addition to setting a programmatic direction, architecture, in my opinion, should transcend the problem solving game and aim for the creation of a design that is more than was hoped for.
